What F-Gas Compliance Covers
The UK F-Gas Regulation (Statutory Instrument 2015/1191, retaining EU 517/2014) sets legal obligations on every operator of stationary equipment containing fluorinated refrigerants — that includes almost all commercial air conditioning, VRF/VRV, heat pump and refrigeration systems. How Often You Legally Need a Leak Check
Frequency is set by refrigerant charge expressed in tonnes of CO₂e (charge weight × Global Warming Potential ÷ 1,000). Fixed leak-detection systems halve every interval.
Penalties for Non-Compliance
The Environment Agency (and equivalent bodies in Scotland, Wales and Northern Ireland) enforce F-Gas rules with civil sanctions of up to £200,000 per breach. Serious or repeated offences can be prosecuted criminally, and directors can be held personally liable.
Insurance policies routinely void cover where the insured has failed to maintain statutory compliance records — a missing F-Gas logbook can invalidate a claim on the equipment itself.

Do I legally need an F-Gas certificate?+
Any stationary air conditioning, heat pump or refrigeration system in the UK containing 5 tonnes CO₂e or more of refrigerant must be leak-checked by an F-Gas Category 1 certified engineer and logged. The operator (usually the site occupier) is legally responsible under UK F-Gas Regulation 2015/1191.
How often does F-Gas leak-checking have to happen?+
Systems 5–50 t CO₂e need a leak check every 12 months. 50–500 t CO₂e need one every 6 months. Systems above 500 t CO₂e need a check every 3 months and a permanent fixed leak-detection system. Fixed leak detection halves each interval.
What is the difference between an F-Gas certificate and a TM44 inspection?+
The F-Gas certificate is a safety/leak compliance record required under the UK F-Gas Regulation. The TM44 inspection is an energy assessment required under the Energy Performance of Buildings Regulations for any AC system over 12 kW. Different laws, different inspectors, both mandatory where applicable.
Who enforces F-Gas rules in the UK?+
The Environment Agency (England), SEPA (Scotland), Natural Resources Wales and DAERA (Northern Ireland). Civil penalties reach £200,000, and directors can be personally prosecuted for serious or repeated breaches.
